The following nationals DO NOT require a visa:
USA , Canada & residents of United States if holding a permanent Resident/Resident Alien Card (Form I-551) or a US Permit to Re-Enter (Form I-327).

For stays of up to 90 days under the VWP (Visa Waiver Programme) PROVIDED the passenger holds and ESTA Authorisation issued to nationals of:
Andorra, Australia, Austria, Bahamas (provided clearing CPB pre-inspection prior to boarding on the Bahamas), Belgium, Bermuda, British (passports endorsed "British Citizen", "British Subject" (provided residing in the Bahamas and clearing CBP pre-inspection prior to boarding in the Bahamas) or containing "Certificate of Entitlement to the Right of Abode" issued by the UK), Brunei Darussalam, Denmark, Finland, France, Germany, Iceland, Ireland (Rep of), Italy, Japan, Liechtenstein, Luxembourg, Marshall Islands, Mexico (if holding a passport AND a machine-readable Biometric Border Crossing Card (Form DSP-150) for either tourist or business purposes), Micronesia, Monaco, Netherlands, New Zealand, Norway, Palau Islands, Portugal, San Marino, Singapore, Slovenia, Spain, Sweden, Switzerland & holders of biometric passports only issued to nationals of Czech Rep, Estonia, Greece, Hungary, Korea (South), Latvia, Lithuania, Malta, Slovakia, holders of a Certificate of Indian Status (Form A-1395) issued by the Canadian Department of Indian Affairs together with an identification (usually a tribal certification) which proves to having at least 50% American Indian blood & citizens of the Commonwealth of the Northern Mariana Islands.

Passports issued on or after 26/10/2006 must be biometric.
Passports issued on or after 26/10/2005 must be biometric or be machine-readable and contain a digital photograph.
Passports issued prior to 26/10/2005 must be machine-readable.
ESTA approvals must be filled in 72 hours prior to travel. If ESTA is denied, passengers will be referred to the US embassy to apply for a visa. There is currently a charge for the ESTA application. Passengers must be in possession of a completed form I-94W, obtainable from airline & shipping companies or https://esta.cbp.dhs.gov/

PUERTO RICO TRANSIT VISAS:

Required by all except those who qualify for visa free travel under the Visa Waiver Program. Application for entry is made on arrival/departure form I-94W provided by the airline or shipping company. If transiting the United States to a destination in Canada, Mexico or the adjacent islands, the traveller may re-enter the United States on the return journey using any mode of transport, as long as the total visit, including both periods of time spent in transit & in Canada, Mexico or the adjacent islands, does not exceed 90 days.
 If transiting to a destination outside of Canada, Mexico, or the adjacent islands, the return journey must be on a participating carrier, but need not be within 90 days, as the traveller will be required to make a new application for admission & therefore, required to complete a new arrival/departure for I-94W
